"why not use all that money to set up a computer room for each school?" I have never seen a school at least in Bangkok that doesn't already have a computer room. The students use it with a computer teacher as part of their regular classes. (Unfortunately, they only get to use it 1 or 2 hours a week.)

Students will be graduated from school by the time PT fulfills its promise of one tablet per child.

Grade 1 and Grade 7 will get it, why not use all that money to set up a computer room for each school so ALL GRADES can benefit. Students will learn to type not peck at a screen.
