Prayuth: Insurgents must stop violence first

Authorities will lift the emergency decree in the far South only if insurgents operating in the region show some sincerity by stopping the violence, army chief Gen Prayuth Chan-ocha said on Thursday.

"The insurgents demand that the emergency decree in the three southern border provinces be lifted and replaced with the Internal Security Act, but they have to show sincerity by ending the violence for at least a year first," he said.

"The army has already shown its sincerity by initially withdrawing 6,000 troops from the area," he added.

    Abbud dis#10, add to your post reply to dis#8, Taksin was about to implement the Anand's National Reconcilation Commission recommendations just before the coup which include introducing Islamic law, Jawi as working language, unarm peacekeeping force and setting up of Strategic Admin Center for South provinces. Most comment so far on South issues are based on recent BP headlines and really quite shallow in their analysis.

    The general says this even though none,nada,zero of the military's
    various "strategies" tried have done anything but INCREASE
    the violence - 4 or 5 more died just this morning.

    The positive comment from Ahbisit is welcome. That he go on record to hope for success for the talks is what needed for all key participants concerned to confront this problem united. He must now get his southern MPs who are against and have voiced disagreement with the peace pact to support and join the effort.

    OLDAIR D8: The problem in the south began 100 years ago when the British Colonial Empire GAVE the provinces to Siam. The people were never consulted.

    During the TS government a committee was established to study the south. It concluded a measure of self governance and other "concessions" were needed.

    The TS government accepted this and started studying how to implement it.

    Extreme nationalists and certain military tried to paint TS as betraying the country. TS, afraid of losing votes made a U-turn and the military did as it pleased.

    It still does.

    Re: D1 As you infer, there is more than one group and they all have different grievances with how things are handled. I think the first step is to determine what all the various groups actually want, and that is the only way to see if it is do-able. I think the General wants to arrive at a solution the same as everyone, but the only thing undecided is how to get there. It is obvious that ignoring them for the past 10 years has not worked.

    D6 And of course all the other governments under Thaksin right back as far as 2001 succeeded and got everything right and the emergency is all over. Is that what you mean?
    So in the 2 years that Abhisit was in power he did nothing and every other government in the remaining 10 years worked wonders.

    First you have to be able to talk with the leaders of the insurgents. Apparantly they have no common leader and are all cells acting on their own will.
