The joint sitting of MPs and senators scrutinising the charter amendment bill made slow progress debating the make-up of the Senate yesterday.
The opposition and appointed senators spent hours airing their disagreements over Section 3 which sought to increase the number of senators to 200 and designate a province as a constituency.
