Security agencies to flesh out ISA expansion plan

Expanding the reach of the Internal Security Act (ISA) to quell violence in the restive far South will be discussed by the Justice Ministry and security agencies today.
A security meeting chaired by Prime Minister Yingluck Shinawatra at Government House on Monday resolved to replace the state of emergency in targeted areas with expanded coverage of Section 21 of the ISA, which is less harsh.
The government said imposing the act makes it easier for insurgents to turn themselves in to the authorities and to enter the negotiation process without fear of punishment.
