It seems to me that if TAT and the prime minister want to attract upscale tourists, they should make their country an upscale tourist destination for starters. How about solving the problems of rail transportation; Bangkok Airways ripping off tourists on their flights to Koh Samui; meter cabs not turning on the meters; poor accessibility for handicapped people. Let's add to that the passenger vans that drive faster than Formula One cars.
Wealthy people go to the South Pacific, the Caribbean and the Maldives.
I agree that less wealthy tourists support the middle class and poor Thais by buying from them. The wealthy only support the rich hotels and owners, not the Thais who work there. Just look at all the hotels built on the high mountains which are illegal in Thailand.
