The government says it listens to the people. In a way, it does. The problem is, it only listens when people say what it wants to hear.
Otherwise, as in the case of the Mae Wong dam, the people and environmentalists are simply told the government won't change its mind, and the dam will be built anyway.
Yep, listening, but not hearing.
